no. parliamentary just means the head of state is elected by the legistlature. how those people in the legislature are selected is immaterial, in the UK its FPTP, in other places they do ranked or other things

This is exactly why I am a fan of one party council government systems (aka soviet style) because then the party can’t blame any other party for its poor leadership. The election fuckery of modern western governments is more than enough proof that multi-party systems are overrated and just devolve into blame games and pendulum swings.
