TheTux is close, but this is almost certainly specifically referencing the black-footed cat and the fact that it has the greatest hunting success rate of any felid.

TLDR: Stray/‘outside’ cats are really good at hunting & killing small wildlife & other critters.

So much so that they’re causing many species across the globe to go extinct.
