I also remember several companies launching lawsuits to stall the progress. The document you provided says “launched a crackdown on deceptive ‘junk fees’”, not “implemented legislation that banned junk fees”. And “Proposed (not implemented) new ‘click to cancel’ rules”.

With the incoming administration that work is certain to be abandoned. Not saying they didn’t try, just that they weren’t able to be efficient enough to be effective.
