AFAIK Rogers first stated that they didn’t commit to sharing the infrastructure with Bell and Telus at first, to the surprise and dismay of the TTC. Now Rogers is blaming Bell and Telus for dragging their feet… glad to see the Toronto telco market continues to be an absolute shit show. /s
