It’s not true. The joke is that the 8 gets rotated 90 degrees counterclockwise which turns it into an infinity symbol.

Unless you’re learning some really advanced stuff I’ve never heard of, no I’m pretty sure it’s counterclockwise as that’s the direction angles are measured on a unit circle.

To anyone confused, watch this video. It is a graphical representation of e^(pi)(i). Imagine, then, graphing it with half of pi instead. It would result in a 90 degree rotation instead of 180 degrees. And what is 8 rotated 90 degrees? An infinity symbol.
