A lot of those โ€œhighway programsโ€ include things like removing barriers to aquatic organism passage, reducing congestion and emissions from the movement of cargo, and other things that donโ€™t suck. Itโ€™s still weighed too heavily in favor of cars and highways for sure, but thereโ€™s more getting funded by the IIJA & IRA than just, like, freeways.

Reducing congestion is mostly attempted by building and expanding highways, which is proven not to reduce congestion. The vast majority of the budget is spent on building and expending highways.

TBF US highways are undermaintained and a collapse could endanger lives.
