Don’t have the car no more as it was a rental, but I’ll give it a closer look if I see this again!

The back of a sewing needle would probably be ideal to push it through.

It’s perforated, just needs a little help.

There’s one missing hole, a tiny bit right of the centre of the image

Looks like the machine that perforates the seats didn’t push hard enough, or the needle was snapped off at that location. Spit balling here, someone else might know better.
