Surely you all know that this is not the end of the aid the government is going to give, that it is only a quick cash infusion to help with immediate expenses? Because some of your are acting like you don’t know that. This was the same line put forward by the Rs after the Vermont floods. It takes time to get full disaster relief to an area, especially when one party is threatening to put preconditions on that aid or to block it entirely.
Whether it is enough or not is a different question…

Your belief that the US government would meaningfully help its citizens during a disaster is the actual consequence of misinformation. One day the disaster will come to your home, and the government will abandon you, too.

Worse insult than nothing, even worse than throwing a nickel at them. This communicates one thing - they took a look and didn’t care to actually assess finances, like ‘how expensive could it be?!’. So they’re looking at the issue as a check in the box, not a human need where they would have to actually talk to the plebes.
$770? Do they really think $600 is anywhere near enough? LA was already had a ridiculous cost of living, how is $450 going to even make a dent?
