From what I’ve seen, it looks more like they are big proponents of whatever excuse they can find to push their agenda. “States’ rights” just happens to be a convenient excuse.
They said they were and I don’t think they’d say something without meaning it.

This means that those “federal water pumps” can be turned off at Trump’s whim.
