It’s less the search engine and more because this specific page of the novel has likely never been digitized/copied into text since it is only 10 years old so search engines have no idea what the fuck we’re looking for.
Your DDG results are so broad because you didn’t use any search operators like " and Frankenstein, presumably because the entirety of the work is available, pops up because it uses the word ‘them’ a ton in Chapter 9.
This is a problem which has been solved already. It has probably been decades since search engines were so stupid that a longer query makes it less specific. This is a regression to like 90s level sophistication. To Google’s credit (begrudgingly) it does the right thing and returns zero results.
