Except none of the examples you’ve listed above are ethnic states. Russia, China, Turkey and India are multi-ethnic societies. Japan, Korea, France ,Sweden, have a ethno-linguistic bias, but it is still supportive of pluralistic societies. Pakistan is a synthetic ethnoreligious-state created on the basis of Islam, but ethno-linguistic sentiments are still strong withing Balochi, Pathans, Afghani, Sindhi, Punjabi and other minority groups living there.

The difference I’ve seen is that people generally seem to be able to call out the crimes or bad behaviour of any of these governments without being called ‘racist to _____ ethnic group’.
