Expected downtime is only around 15 minutes. During this time the site will be unreachable, meaning local users won’t be able to use the site or use their account via apps. Federated instances shouldn’t be impacted and everything should sync back up as soon as the update is completed.

This is a relatively minor update with some new tweaks to help with the ongoing spam problem and a fix for YouTube thumbnail fetching.
