Correct way to say it is “Biden is first sitting US presedent to be sued for genocide”
But he’s the first one that might actually end up legally prosecuted. US power isn’t what it used to be.
Ignoring the first three words, It’s just a noun clause, which describes Biden. So the whole headline is just a run on sentence. Your brain tries to interpret it as a full sentence (as you should) but it’s incorrect.
